All Rare Elite Spawns on Argus rotate on a 4 hour window of opportunity. In that time it will respawn and will be lootable. However, when that window closes the rare spawn will despawn, including ones that are pulled already. The exemption to this rule is when they are the World Quest target. I'd second Handynotes, though you have to be sure to get the Argus extension. It both shows you their location, and also has the option to remove from the map those you've already killed that day.
Get Handynotes, and then open group finder and have it scan the custom groups category (though I think it puts a button on your map that does this in the background now). That way it will mark which rares are up (if it detects several groups in the group finder for a specific rare, it assumes that rare is up)
Yeah, the Argus Rare tracker addon requires Rare Tracker to work..and I can't find it anywhere. Good luck with that. Apparently it's useless or they just didn't put it on Twitch.

I just used TomTom to find them all, but some hero had already put the TomTom coordinates and NPCScan serial numbers for all of the Argus rares on one page for your convenience and mine. They should send that guy a 'Commander of Argus' plaque in real life.
